Quick Take: Oregon SB 582 the Extended Producer Responsibility (EPR) for Packaging bill supported by environmental groups, passed the House on Friday, June 25 with the least number of votes required. AF&PA issued a press statement in response. The bill will require that packaging and printing and writing papers be recycled through one or more producer responsibility organizations (PROs).
According to the Oregon Department of Environmental Quality (DEQ), the PROs would be responsible for paying an estimated $82 million per year to collect and recycle these products, upgrade recycling processing facilities, create new recycling education programs, and for paying local governments and operating new depots for the collection of recyclables.
What's Next? AF&PA will be working with our Oregon contract lobbyist over the summer to begin developing a strategy to engage DEQ in the regulatory process.
