AF&PA Update: WA EPR Halted for 2023

Quick Take: The Washington EPR bill, HB 1131, did not move from the House floor by the cut-off deadline of March 8. This means the bill is dead for the 2023 legislative session. The bill would have established an EPR program that covered packaging and most non-packaging paper products as well as created a bottle return system. Thanks to all who helped achieve this goal.

 

What’s Next? AF&PA will follow up with key individuals throughout the year and plans on reengaging on a possible 2024 strategy.

AF&PA Opposes EPA’s Final NOx FIP Rule

 

Quick Take: EPAAdministrator Regan signed on March 15 the final Ozone Transport Federal Implementation Plan (FIP) requiring nitrogen oxides (NOx) reductions from power plants and manufacturers like paper mills in 20 states. Also known as, NOx FIP or Good Neighbor Plan.

  • The NOx FIP is a multibillion-dollar Clean Air Act rule that would, for the first time, include 7 manufacturing sectors, including U.S. paper mills.
  • Our industry’s inclusion in the final rule will not meaningfully improve air quality.
  • The pulp and paper industry is already a leader in sustainable manufacturing.
  • Our mills have reduced NOx emissions by 50% since 2000.
  • EPA missed an opportunity to craft a balanced and achievable regulatory solution.
