Illinois EPR Bill Update

The House and Senate Illinois EPR companion bills (HB2874 and SB1555) passed out of committee last week. Both sponsors have agreed to hold the bills on 2nd reading for negotiations and any amendment will go back to committee. Additionally, both sponsors have expressed interest in convening a stakeholder group to discuss the language. The bills have been met with a wide array of opposition, not only from manufacturers and producers, but from environmental groups as well. This is due to the bill’s exemption for retailers.

 

AF&PA will continue to educate and engage with the sponsors. We consider this a top priority bill, but also acknowledge that some major state-based groups, including the Illinois Retail Merchants Association, do not believe the bill will move beyond this stage in the process. This is helpful for awareness, but should not result in letting up pressure related to our opposition in Illinois as things can change quickly.

Colorado is also looking at EPR legislation and we are actively playing a part in the decision-making so as to properly inform and educate legislators about the corrugated industry. They have very little context, it seems, to be able to differentiate between packaging media and the impact each has on the waste stream. Our industry should be sure to participate in the discussions early on.
